"Friend-shoring" is the policy strategy of securing critical materials supply chains through allied-country sourcing rather than neutral or adversarial suppliers. In critical minerals, it translates into preferential trade frameworks, investment screening of adversary-linked projects, and IRA domestic-content rules that reward allied-country production. Stockpiling adds a buffer layer: governments accumulate physical inventories of critical materials to survive supply disruptions.
