Neodymium-iron-boron (NdFeB) sintered permanent magnets are the most strategically exposed link in the critical materials chain. They are the enabling component in EV traction motors (a typical BEV uses 1-2 kg of NdFeB magnets), offshore wind generators (5-8 tonnes per turbine), and a wide range of precision defense systems. China controls approximately 90% of global NdFeB magnet production. There is no commercially viable substitute for high-performance NdFeB in these applications at comparable size, weight, and efficiency.

## The Four-Step Chain

The ore step has ex-China producers (Lynas, MP Materials, Arafura). The separation step has limited ex-China capacity (Lynas Estonia; Lynas Kalgoorlie; MP Mountain Pass). The alloy and magnet sintering steps are almost entirely in China. Two ex-China sintered NdFeB producers of note: Noveon Magnetics (US, existing small-scale) and MP Materials Texas (under construction, 10,000 t/yr target, 2028).

## Critical Bottleneck: Heavy Rare Earths

Even if NdPr supply is secured from ex-China sources, dysprosium (Dy) and terbium (Tb) remain near-total Chinese monopolies. These heavy rare earths are used in small quantities to improve magnet coercivity (resistance to demagnetization at high temperature) in EV motors and MRI machines. Without Dy/Tb access, EV motor magnets underperform at high temperatures — requiring motor redesigns or operating limits. No significant ex-China Dy/Tb separation project is at commercial scale as of mid-2026.

## Open Questions

- Will MP Materials' Texas facility achieve 10,000 t/yr by 2028, or face the construction cost overruns typical of first-of-kind plants?
- Can magnet grain-boundary diffusion techniques reduce heavy RE loading enough to sidestep the Dy/Tb chokepoint?
- How rapidly can Lynas' US processing plant (Kalgoorlie + Texas) build a Western separation chain for heavy REs?
- Will DoD's preferred-stock ownership of MP Materials create conflicts if production targets slip?
