USA Rare Earth — Round Top Mountain Texas Grant

Abstract

The State of Texas (via the Texas Semiconductor Innovation Fund, established under the Texas CHIPS Act 2023) awarded USA Rare Earth $14,177,600 in May 2026 to accelerate development of its Round Top Mountain heavy rare earth project in Hudspeth County, West Texas.

Round Top is the third-most-cited Western HREE hope after Lynas and MP Materials, but the KB previously had zero primary coverage. The DFS-stage timeline (Fluor/WSP now engaged, TMRC consolidation pending Q3 2026 close) indicates the project is still pre-construction — a materially earlier stage than MP Materials' Independence facility, which is already commissioning its heavy rare earth circuit (see mp-materials-q1-2026-earnings.md).
