The US Government Accountability Office's report In-Space Servicing, Assembly, and Manufacturing: Benefits, Challenges, and Policy Options (GAO-25-107555, publicly released July 10, 2025) assesses how ISAM could change the paradigm of how spacecraft are designed, built, operated, and discarded — moving away from the "single-use" model in which almost all satellites are assembled on Earth, sustained with no outside intervention, and discarded when no longer functional.
